I scored the bolt shanks with a file, coated the bolt holes and head recesses with thickened epoxy, and tapped the bolts into place.  I used enough epoxy in the recess so all gaps between the bolt head and the recess wall were filled.   This should lock-in the bolt and keep it from turning.
