I put three scrap strips under plastic to function as forms.   The plastic keeps the glue off the workbench.  Of course, I'll end up with a bunch of staple holes in the workbench.

I made the panel large enough to accommodate both bulkheads, and built it out of all the scrap strips I had left over.
