I used some thickened epoxy fillets to glue the loops to the side of the hull.  It's really hard to make neat fillets this small.  What I ended up doing was forming them the best I could (which was pretty messy), waiting for the epoxy to start to harden, and then shaping the blobs with my fingertips (gloved, of course).  This worked pretty well in the long run.
