I found this roller cleat that was perfect for my skeg control.  It's a combination of a thru-hull fairlead and a clam cleat.  The plumbing fitting is attached to the wooden block which mounts under the deck. Any water that enters through the cleat will be restricted to the small well and to the tubing.
