With the skeg in its retracted position, the bungees cross the axle slot and rest in the small notches in the tips of the spacers.  The spring clamp holds the ends of the bungees together, but the actual anchor point will separate the ends so the skeg will easily rotate between the bungees.

Notice the bungee lies naturally along the flat edge of the spacer.
